Young person's right (statutory rights for young people)



Young people who have attended primary and lower secondary school or equivalent education have a statutory right to three years of upper secondary education and training (young person’s right).* This right is valid until the school year starting when you turn 24 years of age.

What does this right entail?

  • The young person’s right entitles you to three years of upper secondary education, or additional years if the teaching/training period set in the subject curriculm is longer.
  • When you apply for admission to Vg1 (the first year in upper secondary school), you must list three alternative education programmes in order of priority. You have the right to a place in one of these.
  • You have the right to a place in school in the county where you are registered as a resident when the application time limit expires, but you do not have the right to a place in a particular school.
  • After completing Vg1 (the first year in upper secondary school) you have the right to two years of upper secondary education in a programme area that builds on the education programme or programme area you have chosen, but you do not have the right to be placed in the programme area you listed as your highest priority. Which programme area you will be offered the second and third year depends on what what is offered in your home county. Your grades may determine whether you will be admitted to your chosen programme area.
  • If you have completed and passed vocational training, you have the right to one year in the supplementary programme for general university admissions certification.
  • The young person–s right also in some cases entitles you to extra teaching time (for you who has special teaching or have re-selection.

*The young person’s right also applies to young people who have completed upper secondary education in another country, but whose education has not been approved in Norway.
